Services to people who are DDSN eligible and meet Intermediate Care Facility (ICF) Level of Care.  EIs and SCs are responsible for authorizing, arranging, and monitoring HCBW services.
The HCBW is a funding mechanism.  It allows the purchase of services with Federal revenues for eligible people. The focus is to keep people who require ICF Level of Care in their home with added supports.  It is an alternate to institutional placement and should be more cost effective than placement.  Consideration for approval is need and cost effectiveness.

Services funded through HCBW include PCA, Respite Care, Residential Habilitation (CRCF, CTH II, CTH I, SLP, CRCF), Day Habilitation, Prevocational Services, Supportive Employment, Environmental Modifications, Assistive Technology, Private Duty Nursing, Physical Therapy, Occupational Therapy, Prescription Drugs, Psychological Services, Audiological Services, Vision Services, Home Health Services, Home Maker Services, Companion, Adult Dental Services & Adult Day Care.  There are some Medicaid restrictions for these services.
