RECRUITMENT INCENTIVE PROGRAM

To assist in the recruitment of qualified employees for the Disabilities Board of Charleston County (DBCC), DBCC will offer the following incentive payments effective beginning April 27, 2015. Only applications dated on or after April 27, 2015, will create eligibility for the incentive program. This incentive program may be modified or discontinued at any time, at the Executive Director’s discretion.

Any current DBCC employee, except as noted below, who refers a candidate for regular, full-time employment with DBCC will receive a $250 recruitment incentive, if the referred candidate (a) is not a former DBCC employee, (b) lists the current employee as the referral source on the DBCC employment application documents, (c) successfully completes all pre-employment paperwork, screening, and pre-service training, and (d) is offered and accepts a full-time position. The employee must be listed as the referral source on the original DBCC application documents and may not be added at a later date. Senior managers / department heads are not eligible for the recruitment incentive. An employee may earn no more than three (3) recruitment incentives, totaling a maximum of $750, in a fiscal year.

Newly-hired full-time employees, excluding senior management employees and re-hired former employees, will be eligible to receive a $250 sign-on incentive, payable as follows: $125 payable upon successful completion of the initial 6 month period of employment and $125 payable upon successful completion of the 1-year probationary period. “Successful completion” is defined as maintaining full-time status and avoiding written disciplinary action for the entire period.

An incentive payment does not constitute part of the employee’s base salary but is considered earned and taxable compensation, including for the purposes of calculating DBCC’s contribution to the agency pension on behalf of the employee.

If the job applicant lists more than 1 DBCC employee as the referral source, both / all referral sources will be given the $250 incentive.

The gross amount of the incentive payment(s) will be calculated to back into the stated net incentive payment, depending upon the employee’s W-4.

All newly hired employees, regardless of referral source, will be eligible for the recruitment incentive upon meeting the requirements.

All regular (i.e. non-contractual) DBCC employees, regardless of status (full-time, part-time, provisional, etc.) are eligible for the referral incentive except as noted above.

Incentive payments will be made via direct deposit. If an employee has more than 1 direct deposit account (1 of which would be “net”), the incentive will be deposited according to the existing direct deposit terms (“net” account would be last to receive payment).

NOTHING IN THIS PROGRAM / PROCEDURE OR ANY AGENCY POLICY OR PROCEDURE IS INTENDED TO IMPLY OR CREATE AN EMPLOYMENT RELATIONSHIP OR CONTRACT FOR EMPLOYMENT. ALL EMPLOYMENT IS AT-WILL AND CAN BE TERMINATED AT ANY TIME, WITH OR WITHOUT NOTICE, FOR ANY REASON.
